Italy’s Plan for a Military Reserve Force

Italy has long been grappling with the need to modernize and expand its military forces. The plan to establish a voluntary military reserve corps of 10,000 personnel comes at a time when the country is recalibrating its national security strategy.

Nino Minardo, chair of the Lower House Defense Committee, announced that a unified law will be drafted starting July 8, with bipartisan support. The initiative aims to recruit trained former service members who could be mobilized quickly in times of emergency.

Italy currently has about 160,000 active military personnel, a figure that falls behind other European nations like France and Germany. Admiral Giuseppe Cavo Dragone, Chief of Defense, has expressed concerns that even expanding the force to 170,000 would leave Italy “operating at the edge of survival.”

This move is partially driven by Italy’s commitment to NATO to increase defense spending. Currently, Italy’s defense budget is projected to reach 1.57% of GDP by 2025.

Prime Minister Giorgia Meloni has indicated that NATO’s 2% spending target could be met as early as this year. This figure includes broader military expenditures, such as overseas missions and pensions, reflecting Italy’s broader interpretation of defense spending.
